Position Overview

This is a contract-funded position for a new rapid-response initiative that the NYIC is undertaking to support vulnerable migrants and asylum-seekers throughout New York State. This position will be for a period of one year (August 2023-August 2024) with the potential to extend for two more years, for a total of three years. The continuation of this position beyond three years is contingent upon available funding.
The primary focus of this position will be to manage the financial reporting requirements of this NY State contract. In addition, this position will provide general support to the NYIC Finance team, which includes several internal staff members, as well as an external accounting firm.

The Finance Manager will assist in managing contractors. This position will thoroughly review contractor financial deliverables to ensure proper compliance and reporting is being met. This position will communicate with the various subgrantees to assist in feedback and train the subgrantees to deliver the accurate financial deliverables.

Key Responsibilities

  • Supervise the preparation of contract financial reports.
    • Review BvA analysis prepared by outside Accounting firm and ensure it is accurate and consistent with Accounting records.
    • Approve quarterly invoices/vouchers and supporting documentation prior to donor’s submission.

  • Reconcile the contract invoices and payments and follow through on collecting all payments owed to the NYIC.
  • Prepare Analysis for different stakeholders (Executive Leadership, Program Director, and other program staff).
  • Provide financial oversight for the full cycle of regrant management
    • Track regrant commitments and all payments.
      • Keep an up to date record of financial deliverables, payment dates and payments made.
      • Save in a specific folder, easy to access when needed.
    • Review subcontractors’ documentation for accuracy and compliance.
  • Support Senior Director of Finance in tracking of various types of ONA contract expenses such as contractual costs (consultants, regrantees, and vendors), translations/interpretation, travel and event costs, etc.
  • Prepare budget modifications per donor requirements.
  • Liaise closely with outside accountants and coordinate regularly with Development, Human Resources, Operations, and program staff.
  • Liaise with donor-hired auditors, provide documentation requested, answer all project-specific financial questions.
  • Oversight of all organizational filing of correspondence and contracts, and agreements related to ONA Contract.
  • Inform relevant staff about donor-specific contract requirements from ONA financial controls, best practices, and the fiscal manual of government contracts and ensure compliance with those requirements.
  • Ensure that all work is completed in a timely and accurate manner, fully documented with proper coding, and in compliance with NYIC’s financial and administrative policies.
  • occasionally, carries and moves materials weighing 50 pounds or less.

Qualifications:

  • Bachelor’s degree required in finance, business or public administration, or related field with a focus on quantitative analysis.
  • At least 3-5 years of nonprofit financial management experience, with an emphasis on government contract management.
  • Ability to manage tight deadlines and competing priorities and strategize in a rapidly changing environment.
  • Familiarity with/proficiency in Excel, Expensify, Intacct, Salesforce, Google Workspace and Asana.
  • Strong attention to detail is a must.
  • Strong communication verbal and written skills to translate complex problems using non-technical terms.
  • Excellent problem solving and analytical skills.
  • Strong interpersonal skills and experience working with diverse populations.
  • Interest in and/or knowledge of the NYIC, its members, or issues affecting immigrants in New York is an advantage.

Important facts to know about this opportunity:

  • This position is mostly on-site, with a requirement of being in the office 4 days per week and remote 1 day per week.
  • The NYIC staff continues to mask while in the office.
  • The NYIC has a staff-wide vaccine mandate. Staff must be fully vaccinated and provide proof of vaccination to HR before being onboarded.

Salary: $69,350.00**
